Summary of Position:
Under the supervision of the Director of Community Development, this position performs professional work reviewing non-discretionary applications for various land development permits, inspecting permitted development sites, and enforcing the County Code as it relates to Erosion & Sediment Control.
Performs site compliance inspections for commercial and residential sites.
Works extensively with and continually builds working relationships with citizens and developers to resolve situations of non-compliance with adopted regulations.
The position requires coordination among the County's Development Services partners, including Building Inspections, Public Works, Virginia Department of Health, Virginia Department of Transportation, Virginia Department of Environmental Quality, and Virginia Department of Conservation & Recreation.

Reviews and approves applications for:
Erosion & Sediment Control permits; Inspects sites for compliance with approved permits; Enforces County regulations related to Erosion & Sediment Control; issues Notices of Violation, Field Correction Notices, and similar correspondence to attain compliance with adopted regulations; Serves in the capacity of Plan Reviewer and Inspector, in accordance with state-mandated requirements for Erosion & Sediment Control.
Maintains appropriate state certifications for plan review and inspections; Reviews and maintains adequate surety (bonds, letters of credit, cash escrow accounts) for plans and permits that require surety.
Performs inspections to ensure work is completed and satisfactory prior to release of surety; Provides general assistance to and fields inquiries from citizens, developers, design professionals, and other community stakeholders, on issues related to non-discretionary permit requirements; Recommends legal action to enforce County Ordinances, prepares case chronologies and presents evidence in court as required; Maintains case files of complaints, violations and inspections and prepares monthly and yearly reports; Performs other duties as assigned.

Experience:
A minimum of two (2) years of experience in the field of land planning, engineering, surveying, design, environmental science, public administration, or a closely related field.
Bachelor's Degree in a related field preferred.
Customer service training and experience preferred.
Must possess or obtain Virginia certification in Plan Review and Inspection for Erosion & Sediment Control within twelve (12) months of hire date for this position.
Required Knowledge and Skill:
Advanced knowledge of the subject matter.
Professional working knowledge of state and local regulations related to Erosion & Sediment Control regulations.
Professional working knowledge of County legal procedures as related to the enforcement of laws and ordinances.
Ability to establish and maintain effective working relationships with property owners, building contractors, surveyors, engineers, County Officials and the general public.
Ability to thoroughly understand and assist customers with complying with code, and enforce County regulations with firmness, tact, respect and impartiality.
Certifications and Licenses:
Possession of an appropriate valid driver's license issued by the Commonwealth of Virginia and acceptable driving record.
Must possess or obtain Virginia certification in Plan Review and Inspection for Erosion & Sediment Control within twelve (12) months of hire date for this position.
Environmental Factors and Conditions/Physical Requirements:
This work requires the occasional exertion of up to 10 pounds of force; work regularly requires speaking or hearing, frequently requires standing, walking, sitting, using hands to finger, handle or feel and reaching with hands and arms and occasionally requires climbing or balancing, stooping, kneeling, crouching or crawling and repetitive motions; work requires close vision, distance vision, ability to adjust focus, depth perception, color perception and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; in general, the job is performed in a climate controlled office setting.
However, outdoor visits to sites with various terrain and in varying weather conditions may occur during all seasons of the year.
