SUMMARY OF POSITION:
Under the direct supervision of the Director of Finance, the Budget and Financial Analyst is responsible for skilled accounting and analytical procedures.
The primary responsibility of this position is to serve as a bookkeeper for various County departments and help to implement accounting processes to support finance and other reporting activities.

Serves as Grants Administrator to maintain all County awarded grants to include drawing down funds from the granting agency in a timely fashion, maintaining accurate records, and preparing and submitting all grant financial reports; Review monthly income statements and analyze budget line items to report to departments concerning budget deficits; Provides direct fiscal support for the Pet Center with regard to reconciling monthly revenues; and for Public Safety with regard to EMS billing; Assists Finance Director in preparing for the annual audit; Assists Finance Director in preparing and maintaining records for the County's budget process.
Performs bookkeeping for Staunton-River Regional Industrial Facility Authority (SR-RIFA) Provides fiscal and clerk assistance for the Industrial Development Authority (IDA) Serves as back-up for other financial functions to ensure that proper audit control is maintained in the department; CORE COMPETENCIES:

Experience:
A minimum of a 4-year accounting/business degree with at least two (2) years of business and /or accounting related experience.
REQUIRED KNOWLEDGE AND SKILL:
Knowledge of business methods, accounting principles and practices.
Strong computer skills including Word and Excel.
Excellent written and oral communication skills to clearly communicate with elected officials and County Department Heads publicly.
Ability to analyze and interpret policies and procedures.
Successfully contribute to a positive work environment with various County Departments.
